Shmaliy Oksana was born October 25, 1971 in the city of Novocherkassk, Rostov region. In 1988, she graduated from secondary school No. 19 in Novocherkassk.
Since 1995, she studied at the law faculty of the North Caucasus Academy of public service. Graduated from the Academy in 2000 (diploma with «honors»).
In June 2004, she defended her Can. of Law degree thesis on the specialty 12.00.14 (administrative law; financial law; information law).
In July 2011, in the dissertation Council of the Federal state educational institution of the Russian Ministry of Internal Affairs, she defended her doctoral dissertation on the specialty 12.00.14 (administrative law; financial law; information law). The degree of Doctor of law was awarded by the decision of the Higher Attestation Commission of the Ministry of education and science of the Russian Federation on October 21, 2011.
Since 2000 she worked as a teacher, senior teacher, associate Professor of administrative and service law, Professor of administrative and service law, head of the Department of administrative and the official law southern-Russian Institute-branch of Russian presidential Academy of national economy and civil service under the President of the Russian Federation.
September 2018 – head of the Department of administrative and information law of the Russian Academy of national economy and state service under the President of the Russian Federation.
The experience of scientific and pedagogical work is 20 years, including the experience of teaching in higher education institutions — 20 years.
- V. Shmaliy is an independent expert on the personnel policy of the government of the Rostov region, the Prosecutor General’s office of the Russian Federation, the Fifteenth arbitration court of appeal, and a member of the Russian bar Association.
She has more than 100 publications (more than 100 p. s.), including 5 monographs, 4 textbooks, about 50 p.s.
