Goshulyak Vitaly Vladimirovich

Goshulyak Vitaly Vladimirovich was born on August 5, 1956 in the village of Kamennaya Krinitsa, Ulyanovsk district, Kirovograd region (currently — Ukraine). In 1978 he graduated from the Faculty of History of the Odessa State University named after I. I. Mechnikov. Qualified as a historian, teacher of history and social studies.

In 1999 he graduated from the Faculty of Law of the Penza State Pedagogical University (currently — Penza State University). Received the qualification of a lawyer in the specialty «Jurisprudence».

From 1980 to 1997 he served in the ranks of the Armed Forces of the USSR and the Russian Federation. Has the military rank of Colonel.

In 1984, on the basis of defending his thesis, he received the degree of Candidate of Historical Sciences.

In 1991 he defended his doctoral dissertation on historical sciences and in 1992 was awarded the academic title of professor. In 2000, he defended his doctoral dissertation on the topic «Theoretical and legal problems of constitutional and statutory legislation of the constituent entities of the Russian Federation» at the Moscow State Law Academy. From 1997 to 2006 — Dean of the Faculty of History, Director of the Institute of History and Law of the Penza State Pedagogical University named after V.I. V.G.Belinsky.

From 2006 to 2019 — Dean of the Law Faculty of Penza State University. From 2019 to the present — Director of the Law Institute of Penza State University. Honorary Worker of Higher Education (2011).

He was a member of a number of dissertation councils in legal sciences. He trained three doctors and 72 candidates of sciences.

Author of over 280 scientific papers. The total work experience is 42 years, the work experience in the specialty is 24 years. Courses taught — constitutional law of the Russian Federation, problems of the theory of constitutional law, statutory legislation of the Penza region, constitutional justice.
