She was born on December 4, 1954 in the city of Voronezh. Graduated from the All-Union Correspondence Law Institute (1977). In 1984 she defended her Ph.D. thesis «Legal basis of state and public life (theoretical aspects)», in 2000 — her doctoral dissertation «Problems of legal regulation of state financial control».
Has been working since 2004 at the Moscow State Law University named after O.E. Kutafina (Moscow State Law Academy) «since 2004. The total experience of her teaching work is 39 years.
He is a member of dissertation councils at the O.E. She has personally and co-authored more than 60 textbooks and manuals on financial, tax, budget, banking and insurance law, 12 of which are recommended by the Ministry of Education and Science of the Russian Federation for students of higher and secondary specialized educational institutions of law in Russia. Professor E.Yu. Gracheva is the author of two monographs, as well as a co-author of 9 collective monographs.
Under her scientific supervision, 48 candidate and 18 doctoral dissertations on various problems of financial law have been successfully defended.
The main directions of her scientific activities are related to the study of the problems of legal regulation of financial control, the theory of financial law in general, as well as its individual subsectors and institutions, in particular, tax, budget, banking, insurance and foreign exchange law.
