He spent many years working in the system of internal Affairs agencies, working his way up from Junior researcher to Deputy head of the research center of the Ministry of internal Affairs of Russia. He combined scientific and administrative work with teaching, and taught at a number of higher educational institutions. Professor B. V. Rossinsky proposed modern approaches to the study of administrative law, administrative responsibility, and a number of other academic disciplines in higher educational institutions.
