He graduated from the Astrakhan state technical University (faculty of law) with honors in the specialty «Jurisprudence».
In 2011, he defended his PhD thesis on the scientific specialty 12.00.14-administrative law; financial law; information law on the topic «Decisions of the constitutional Court of the Russian Federation as a source of administrative law». Associate Professor of the Department of constitutional and administrative law at Astrakhan state technical University.
The area of research interests is defined by issues of constitutional, administrative, electoral and municipal law as well as legislative techniques. He has 23 publications with a volume of more than 20 PP., including those in peer-reviewed scientific publications and publications indexed in the Web of Science database.
Since 2017-assistant editor-in-chief of the specialized scientific and analytical journal «Public law today» (Moscow).
Since 2018-member of the Commission on pardons in the Astrakhan region.
