Professor of the Department of Criminal Procedure, Justice and Prosecutor’s Supervision of the Law Faculty of the Moscow State University named after M.V. Lomonosov, Doctor of Law Sciences (Moscow, Russia)
Was born in 1959 in Perm. After graduating in 1983 from the law faculty of the Military Institute of the USSR Ministry of Defense in investigative work: investigator, then senior investigator of the military prosecutor’s office of the 8th separate army of the Air Defense Forces (Kiev).
In 1987-1998. — on teaching work at the above university (currently — the Military University). In 1997 he defended his Ph.D. thesis in the specialty “Military law. Military problems of international law ”.
In 1998-2000. — military prosecutor, senior military prosecutor of the 7th (organizational and analytical) department of the Main Military Prosecutor’s Office (Colonel of Justice of the Reserve). In 2001-2004. — Senior, then leading researcher at the Research Institute of the General Prosecutor’s Office of the Russian Federation (Senior Counselor of Justice). During the period of work in this research institute, he defended his thesis for the degree of Doctor of Law in the specialty 12.00.09. Thesis topic: «Theoretical and legal foundations and world experience in ensuring the safety of persons contributing to criminal justice.»
From 2007 to 2014 — Professor of the Department of Criminal Law and Criminal Procedure of the Law Faculty of the Moscow State Industrial University. Since February 2014 — Professor of the Department of Criminal Procedure, Justice and Prosecutor’s Supervision of the Law Faculty of Lomonosov Moscow State University.
The main area of scientific interests is ensuring the safety of citizens involved by the state in the sphere of combating crime: in operational-search and criminal procedure activities, in the sphere of penitentiary and post-penitentiary influence; ensuring other rights of participants in criminal proceedings.
Member of the working group of the Security Committee of the State Duma of the Federal Assembly of the Russian Federation on the development of the Federal Law of August 20, 2004 No. 119-FZ «On State Protection of Victims, Witnesses and Other Participants in Criminal Proceedings.» Participant of international and Russian conferences dedicated to ensuring the safety of participants in criminal proceedings: Hungary (2007), Austria, Slovakia (2011), Russia (2011, 2012, 2017).
Author of over 100 scientific papers, a significant part of which is devoted to various aspects of the above provision. Major works: Commentary on legislation on ensuring the safety of participants in criminal proceedings. M., 2009; Ensuring the safety of persons promoting criminal justice: world experience and the development of Russian legislation (procedural research): monograph. M., 2010; a member of the team of authors who prepared in 2016 the «Course of Criminal Procedure» (under the editorship of Doctor of Law, Professor L.V. Golovko).
Member of the editorial board of the journal «Legality».
