Professor of the Department of financial law of the Russian State University of Justice (RSUJ), Doctor of Law, Professor (Moscow)
Selyukov A.D., was born on March 3, 1952 in Shchekino, Tula region in a family of peasants. Currently lives in Moscow.
After active military service in the Soviet army, he entered the full-time Department of the faculty of philosophy of Moscow state University named after M. V. Lomonosov, where he graduated with honors in 1978 (Diploma with honors G-1 № 342839).
From 1978 to 1986, he worked in the Ministry of higher and secondary education of the USSR (the Main Department for teaching social Sciences), which allowed him to gain extensive experience in administrative work. Simultaneously with administrative and organizational and methodological work, he performs teaching work in higher education institutions in Moscow, which he performs all subsequent years up to the present time.
In 1990-1991, he worked as the head of the political analysis and forecasting sector of the Moscow city Council.
In 1991, he received the academic title of associate Professor in the Department of philosophy.
In 1991-1992, he was the General Director of the joint-Stock company «Zodchiy».
In 1991-1993, he worked as Deputy head of the Department of the State Antimonopoly Committee of the Russian Federation.
As an associate Professor of the Department of law at the Moscow state University of Commerce in 1993-1995, he taught courses in financial, tax, and civil law.
Combining teaching, research and practical activities allowed A. D. Selyukov to gain extensive experience in advising individual businesses on tax law issues, as well as experience in conducting court cases on tax disputes. Worked for more than 5 years as a part-time lawyer-practitioner in the field of financial law, including work in 1995-1996 as a consultant on tax law in the commercial Bank «Menatep»
In 1993-1995, he studied at the Russian Academy of public administration under the President of the Russian Federation and received a second higher education. As a result, A.D. Selyukov was awarded the qualification «lawyer, adviser-expert in state and municipal management (diploma with honors SHV No. 230394).
From 1995 to 2006 (March), he worked at the Russian Academy of public administration under the President of the Russian Federation as an associate Professor, Professor, and Deputy head of the Department of public administration and legal support of public service. He taught the course «Financial law» and special courses on financial and legal issues. He is a qualified lecturer, able to conduct business games, organize practical classes on solving specific problems and other practical classes. Has the skills of organizing the educational process, the work of scientific and educational teams.
In 2003, A.D. Selyukov successfully defended his dissertation for the degree of Doctor of Law on the topic: «Legal support for optimizing inter-budgetary relations in the Russian Federation». He was awarded the degree of Doctor of Law.

Selyukov has published over 120 scientific papers with a total volume of over 160 p.s., including monographs: «State and municipal credit: Legal support» (2000), » Legal support of revenues and expenditures of the budget of the subject of the Russian Federation (on the example of the Moscow region)» (2001),» Legal regulation of budget relations: theory and practice «(2002), «Legal regulation of inter-budget relations (2003),» Financial support of local government. Problems of legal regulation» (2003), «Financial and legal mechanisms of public administration» (2010), etc.
Under the scientific supervision of A.D. Selyukov, 23 Candidate of Sci. degree theses on financial and legal and administrative issues were successfully defended.
By the decision of the Ministry of education No. 364-n of October 19, 2005, A. D. Selyukov was awarded the academic title of Professor.
The range of research interests of A.D. Selyukov is very wide. He has published articles on current issues of financial law, legal regulation of budget relations, tax law, currency law, financial and legal support of state and municipal management, legal protection of state interests in the budget sphere.
Since 2005, he is a member of the dissertation Council D. 502. 006. 01. on Law Sciences for the defense of doctoral and candidate degree theses at the Russian Academy of public administration under the President of the Russian Federation.
Since May 2006, he has been the head of the Department of administrative and financial law at the Russian State University of trade and Economics.
Professional research interests-the use of financial and legal mechanisms in public administration. He is a member of the International Association of financial law.
