Minyaev A. O. was born on February 18, 1976 in Moscow.
In 1999, he graduated from the Lomonosov Moscow State University on a speciality «Jurisprudence». In 2003, he defended his Cand. of Law degree thesis on the topic «Constitutional foundations of environmental law».
In 1999-2004, he worked at the Moscow State University (since 2003 — at the Department of environmental and land law of the faculty of law).
In 2004-2009, he was head of the Department of forest and related legislation, and then Deputy Director of the Legal Department of the Ministry of natural resources of the Russian Federation.
In 2009-2016, he served as Director of the Department of legal support of the Ministry of agriculture of the Russian Federation.
In December 2016, he was appointed adviser to the head of Rosreestr – Russian Registry.
From 06.2017-02.2018, he held the position of Deputy head of Rosreestr – Russian Registry.
From 03.2018- to the present time — Director of the Federal State Budgetary Institution «Information and analytical center for support of nature conservation» (Ministry of natural resources of Russia)
