Born on June 16, 1962 in the village of Nikolskoye, Kamyzyaksky district, Astrakhan region.
In 1984 he graduated from the Astrakhan State Pedagogical Institute (specialty «teacher of mathematics and physics»), in 1993 — from the Russian Academy of Management, in 1995 — from the Russian Academy of Civil Service under the President of the Russian Federation.
From 1984 to 1989 K. Markelov was engaged in teaching activities. 1984-86 — teacher of mathematics and physics at Poldnevskaya eight-year school (Poldnevoe village, Kamyzyaksky district, Astrakhan region). Then he was appointed deputy director for teaching and educational work. 1987 to 1989 worked as a teacher of mathematics at the Ikryaninsky secondary school (Ikryanoye village, Ikryaninsky district, Astrakhan region).
In 1989, K. Markelov was promoted to the apparatus of the Astrakhan regional committee of the Komsomol, where he worked as the head of the department of ideological work, and then was elected secretary of the Astrakhan regional committee of the Komsomol.
In 1991 K. Markelov worked as a chief specialist in economic activity and social initiatives of youth of the Committee for Youth Affairs of the Astrakhan Regional Executive Committee. 1991 to 1997 — Heads the Committee on Youth Affairs of the Administration of the Astrakhan Region. 1997-2001 K. Markelov holds the position of chairman of the licensing chamber of the administration of the Astrakhan region.
On February 15, 2001, K. Markelov was officially approved as a member of the Federation Council, a representative from the administration of the Astrakhan region: First Deputy Chairman of the Federation Council Committee on CIS Affairs, member of the Federation Council Commission on Interaction with the Accounts Chamber of the Russian Federation, member of the Federation Council Commission on the Methodology of Implementation of Constitutional Powers of the Federation Council , member of the Federation Council Commission on Information Policy.
2004 — Special Representative of the Chairman of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC), Deputy Head of the Russian delegation of the PABSEC.
2005 to 2017 — Chairman of the Government of the Astrakhan region.
In 2005 at the Russian Academy of Public Administration he defended his thesis for the degree of candidate of economic sciences on the topic: «Regulation of integration processes in the CIS in modern conditions.»
K.A. On February 8, 2018, he was appointed Acting Rector of Astrakhan State University. Officially approved as the rector of ASU from August 15, 2019.
He is married and has a son.
