In 1981-1986, he studied at the law faculty of Voronezh state University.

In 1986-1989-postgraduate studies (scientific supervisor-Professor Viktor Osnovin).

26 December 1989 — defended his thesis on «Certification of personnel of the administrative apparatus (on the material evaluation practices of the Soviet authorities CCAR)» in the Kharkiv law Institute. Official opponents: Doctor of Law V. A. Kryazhkov, Candidate of Law V. V. Bogutsky; leading organization-Sverdlovsk order of the red banner of Labor Law Institute named after R. A. Rudenko.

April 25, 1996-the defense of the doctoral dissertation on «Public service in the Russian Federation: a theoretical and legal study» at the Saratov State Academy of Law (official opponents: Doctors of Law D. N. Bakhrakh, I. I. Veremeenko, V. M. Manokhin; leading organization — Moscow State Institute of International Relations).

Since 1998, he has been a member of the Scientific and technical Council (STC) of Voronezh state University, as well as a member of the Scientific and expert Council of the Federation Council Committee on legal and judicial issues (since October 2002).

Currently, he is the head of the Department of administrative and municipal law at the law faculty of Voronezh state University (Voronezh).

Professor Yu. N. Starilov was in 2002-2012 a member of the Commission that annually considered the award of a scholarship to citizens of the Russian Federation who are actively engaged in scientific, political or business activities and have pronounced qualities of a modern leader, issued by the Alexander von Humboldt-Stiftung German Foundation (Alexander von Humboldt-Stiftung) under the program of the Federal Chancellor of Germany.

Yu. N. Starilov editor-in-chief of the scientific journal «Bulletin of the Voronezh state University. Law series», which is included in the list of leading peer-reviewed scientific journals and publications of the Ministry of education and science of the Russian Federation, where the main scientific results of dissertations for the degree of doctor and candidate of law should be published.

Starilov-Chairman of the Council for the defense of dissertations for the degree of Candidate of Law, for the degree of Doctor of Law D 212.038.04 created on the basis of the Voronezh state University on the following specialties of researchers: 12.00.09 — criminal procedure (Law); 12.00.14 — Administrative law, administrative process (Law).

Takes an active part in scientific conferences both in different cities of Russia and abroad. Fruitful scientific relations have been established with scientists from Belarus, Germany, Kazakhstan, Kyrgyzstan, Uzbekistan, Ukraine, Japan and other countries. The closest scientific contacts and long-term friendship connect Yuri Nikolaevich with administrative scientists from Germany. Yu. N. Starilov has repeatedly passed internships at the German Higher school of administrative Sciences in Speyer (currently — the German University of administrative Sciences in Speyer). He is a fellow of two German foundations: the German academic exchange service (DAAD) and the Alexander von Humboldt-Stiftung Foundation.

Professor Yu. N. Starilov is a member of the dissertation Council D 212.239.02, created on the basis of the Saratov state law Academy (specialty 12.00.01-Theory and history of law and state, history of legal doctrines; specialty 12.00.02-Constitutional law; constitutional litigation; municipal law; specialty 12.00.14-Administrative law; administrative process); member of the Council D 212.015.07 for the defense of Doctoral and Candidate theses, created on the basis of the Belgorod state national research University (specialty 12.00.01-Theory and history of law and state, history of legal doctrines; specialty 12.00.02-Constitutional law; constitutional litigation; municipal law).

In the scientific works of Yu. N. Starilov, the idea of the need to extend administrative and legal regulation to the sphere of public administration that corresponds to the generally recognized democratic standards of a modern legal state is defended. As the main directions for achieving this goal, Yu. N. Starilov suggests: consistent and fruitful implementation of administrative reform of the system of relations in the field of state and municipal management; formation of administrative procedural legislation that ensures the implementation of constitutional and legal norms on the main forms of judicial power; establishment of normative legal regulation of administrative procedures in the field of public administration; development of service law (civil service law), improvement of legislation on the system and types of public service; adoption of laws on administrative legal acts and administrative contracts.
