In 1998 he graduated with honors from the Ural Law Institute of the Ministry of Internal Affairs of the Russian Federation. In 2000, he entered the post-graduate course at the Ural Law Institute of the Ministry of Internal Affairs of the Russian Federation.
In February 2002 he defended his Ph.D. thesis on the topic: «Resolution in the internal affairs bodies of citizens’ complaints about the measures of administrative coercion used by police officers.»
From March 1998 to August 2002 — Lecturer at the Department of Administrative Law and Administrative Activities of the Ural Law Institute of the Ministry of Internal Affairs of the Russian Federation;
Since September 2002, Senior Lecturer, Associate Professor of the Department of Public Administration, Department of Administrative Law of the Ural Academy of Public Administration under the President of the Russian Federation.
Since September 2013, Head of the Department of Legal Support of Public Administration and National Security (UIU — a branch of the RANEPA).
Member of the Commission for Combating Corruption and Avoiding Conflicts of Interest under the Federal Bailiff Service for the Sverdlovsk Region, in 2016 was awarded the “Letter of thanks of the Federal Bailiff Service for the Sverdlovsk Region”.
Member of the Commission for Combating Corruption and Avoiding Conflicts of Interest of the Department for the Protection, Control and Regulation of the Use of Wildlife in the Sverdlovsk Region.
Author of over 100 scientific papers on administrative law and public law issues in general.
