In 1998, he graduated from the Moscow state law Academy with a degree in jurisprudence. He has a Cand. of Law degree and the academic title of associate Professor.
Class rank – state adviser of the Russian Federation of the 1st class. Since 2004 he occupied the position of Deputy chief, head of control and supervision over compliance with advertising legislation, the head of Department of control of advertising and unfair competition, from January 14, 2008 replaces the post of head of the legal Department of the FAS Russia. In 2010, the Chairman of the Federation Council of the Federal Assembly of the Russian Federation was awarded for participating in legislative activities. Takes an active part in the implementation of antitrust policy in the process of preventing violations of antitrust legislation. He is the author of more than 40 works on the conduct of Antimonopoly authorities. In 2008, he was awarded the title of «Honorary employee of the Antimonopoly authorities of Russia». By presidential decree No. 53 of February 2, 2013, he was awarded the medal of the order of merit for the Fatherland, second class. On October 02, 2015, he was appointed Deputy head of the FAS of Russia.
