Pyotr A. Kucherenko

Deputy Minister of science and higher education of the Russian Federation, Professor of the Department of municipal law of the RUDN law Institute, Doctor of law (Moscow).

Pyotr Kucherenko was born on May 3, 1977 in the city of Dudinka, Taimyr (Dolgan-Nenets) Autonomous district, Krasnoyarsk territory. In 1994, he graduated from high school with a silver medal and entered the faculty of Economics and Law of the Peoples’ Friendship University of Russia.

He received a bachelor of law degree in 1999 and a master of law degree in 2001. In 2001-2004, he studied full-time at the Peoples’ Friendship University of Russia. In 1999-2001, he worked as an assistant to deputies of the State Duma and the Federation Council of the Federal Assembly of the Russian Federation. In 2001-2006, he headed a number of public structures. In 2006-2011- lawyer of the Moscow regional bar Association. In 2007, he defended his thesis for the degree of the Candidate of Law on the topic: «Implementation of international electoral standards in the legal system of the Russian Federation».

In 2007, he joined the peoples’ Friendship University of Russia as a senior lecturer at the Department of constitutional and municipal law of the faculty of law. In June 2012, he was elected to the position of Professor of the Department of constitutional and municipal law.

In December 2011, he defended his dissertation for the degree of the Doctor of Law in the specialty 12.00.02 «Constitutional law; municipal law» on the topic: «Representative and Executive power: the problem of correlation in the modern state (comparative legal research)». In 2012, the Ministry of education and science of the Russian Federation awarded him the scientific title «associate Professor», in 2018 — Professor in the specialty «Constitutional law; constitutional litigation; municipal law».

  1. A. Kucherenko is the author of more than fifty scientific and methodological works, including: 4 monographs, 5 teaching manuals, articles in journals included in the international bibliographic and abstract database Scopus, as well as the list of the Higher Attestation Commission of the Russian Federation.

In July 2012, he was appointed chief of staff of the Federation Council Committee on constitutional legislation, legal and judicial issues, and civil society development.

He is married and has a son.
