Ibragimov Solijon Ibragimovich, was born on April 16, 1952 in Isfar, Republic of Tajikistan. In 1970, he left secondary school. He served in the Soviet Army. In 1974, he entered the full-time Department of the law faculty of TSU and graduated in 1979. He worked as an assistant at the Department of state law and Soviet construction. In 1981, he entered the full-time post-graduate program of the ISL (Institute of State and Law) of the USSR Academy of Sciences in Moscow. In 1984, he defended his Cand. of Law degree thesis on: «Improvement of the legal status of the ministries of the Union Republic (on the example of the Tajik SSR)». From 1985 to 2004, he worked in the judicial system of Tajikistan (judge of the district, city and regional courts, judge of the Supreme Court of the Republic of Tajikistan). Since 2005, he returned to teaching, associate Professor, head of the Department of the Tajik state University of Commerce (TSUC), Professor of the Department of commercial law of TSUC. In 2013, at the RUDN University in Moscow, he defended his doctoral dissertation on «Administrative justice in the Central Asian States: problems of formation and development». Currently, works as the head of the Department of state (public) law at the Institute of philosophy, political science and law of A. Bahovaddinov Academy of Sciences of the Republic of Tajikistan, a Professor at Tajik State University of Commerce.
